# Penalty

## Short Definition

A rules violation by either team, signaled by an official throwing a yellow flag and enforced with yardage loss, loss of down, or other consequence.

## Definition

A penalty is a rules violation called by an official during a game. When a foul is observed, the official throws a yellow flag to the ground near the spot of the foul. Play typically continues to completion before the penalty is administered, allowing the non-offending team to accept or decline the result of the play.

Penalties are enforced in several ways depending on the specific foul: yardage loss from the line of scrimmage, yardage loss from the spot of the foul, loss of down, automatic first down, or in rare cases disqualification of a player. The non-offending team always has the right to decline a penalty and take the result of the play instead.

In flag football, most penalties are 5-yard fouls enforced from the previous spot. Some flag-specific fouls—like flag guarding—include loss of down. The officiating crew calls and administers penalties; coaches may not approach officials to dispute calls.

## Example

"Flag on the play—the official marks off 5 yards from the line of scrimmage and the offense replays the down. Accept or decline: the offense has the choice."

## Common Confusion

The offense always has the right to decline a penalty called against the defense—and vice versa. If the defense commits a penalty but the offense gains more yardage than the penalty would give, the offense often declines the penalty and keeps the result of the play. Declining a penalty is not a concession—it is often the strategically correct choice.
