# Illegal Motion

## Short Definition

A 5-yard pre-snap penalty for two offensive players moving simultaneously or a player in motion moving toward the line of scrimmage at the snap.

## Definition

Before the snap, one offensive player is permitted to be in motion—moving laterally or away from the line of scrimmage. This motion player must not be moving toward the line at the moment of the snap.

Illegal motion is called when: more than one player moves simultaneously before the snap, or when the single player in motion is moving toward the line of scrimmage at the snap rather than laterally or backward. The penalty is 5 yards from the previous spot and the down repeats.

In flag football, pre-snap motion is a central offensive tool—jet motion, crossing motion, and shift action are all common. Illegal motion is called when the motion violates these specific rules, not when players move in general.

## Example

"Two receivers start running in opposite directions before the snap—the official throws the flag before the ball is even hiked. Illegal motion, five yards."

## Common Confusion

One player in motion before the snap is legal and common. The penalty triggers when a second player moves simultaneously or when the single motion player is running toward the line at the snap. Motion is an important flag football tool—the rule limits how it is used, not whether it happens.
