It's the traditional power run personnel package—the fullback and tailback together give the offense a built-in lead blocker, and the tight end adds a blocking surface to the formation's strong side. The grouping is associated with power and gap-scheme run games. Defenses that see 21 personnel expect run. The presence of a fullback is a structural signal that the offense is willing to commit blockers to create a gap rather than creating that gap through scheme. The defense typically responds with a base package or a run-heavy alignment. The grouping also enables heavy play-action.
